Do I Have to Stay On Base?
No — TLA to the KMC isn't an on-base-only benefit. On-base lodging fills up during PCS season (it has a 30-day stay cap), and when it does, the on-base Lodging Office issues a Statement of Non-Availability that authorizes an off-base stay reimbursed at your TLA rate. The key is the paperwork, not the location.
Always confirm your specific case with your gaining unit's finance office and the on-base Lodging Office before booking — availability, your authorized rate, and whether an SNA is required can change, and it's your finance office that ultimately authorizes your claim. What Is a Statement of Non-Availability?
A Statement of Non-Availability (SNA) — sometimes called a Letter of Non-Availability (LNA) — is written confirmation from the base lodging office that the on-base Temporary Lodging Facility (TLF) is full, or otherwise can't accommodate you for your dates.
It matters because it's the document that supports your case for full TLA reimbursement when you stay off-base instead of at the TLF. Without it, your claim may be treated differently, depending on your orders and your service's specific rules.
When You Need One
This mostly applies to Active Duty personnel on PCS orders filing a TLA claim for off-base lodging. If the on-base TLF is full for your dates — which happens often during peak PCS season — the Lodging Office issues the SNA, and you attach it to your claim.
On-base Temporary Lodging Facilities also have limited capacity and a 30-day stay cap — one of the most common triggers for an SNA during a busy PCS season. If you're displaced once that on-base cap runs out, you can move off-base for your remaining TLA days once the Lodging Office issues the letter.
Traveling with more than two pets? On-base lodging does allow pets, but it's capped at two per unit — so families with a bigger crew, or arriving when the pet-friendly units are already full, have a legitimate reason to request a non-availability determination too.
TDY personnel, GS civilians on TQSA, contractors, and guests staying for personal or medical reasons (visiting LRMC, for example) frequently have different requirements. Rules vary by unit and command, so it's always worth a quick check with your finance or housing office before you assume either way.

What the Rules Actually Say
Most of the confusion around SNAs comes from people repeating each other instead of reading the source. Here is what is actually published, with the links, so you can check it yourself rather than take our word for it.
Temporary Lodging Facilities across the Kaiserslautern Military Community are managed by the Air Force, at Ramstein, Landstuhl and Vogelweh. Per USAG Rheinland-Pfalz: you need PCS or TDY orders to reserve, the maximum TLF stay is 30 days when space is available, and there is no guarantee you will be offered a room at all. They also say plainly that TLFs fill up quickly, particularly during high PCS season.
That last part is the whole reason this page exists. The 30-day cap and the "no guarantee" are not loopholes or edge cases — they are the published, normal behaviour of the system, and they are exactly the situations that produce a Statement of Non-Availability.
The same page describes the mechanism in plain terms: if space is not available in on-post lodging to accommodate your family, you are issued a statement of non-availability which authorizes you to stay in the local area. It also notes that the Lodging Reservations Office can provide a list of recommended accommodations on request, and that your sponsor can help with the booking.
One thing worth knowing before you ask: USAG Rheinland-Pfalz states that pets will not be accepted as a reason to receive a statement of non-availability, and that the number of on-base pet units is limited. So if you are travelling with a dog, being pet-friendly is a reason to like staying here; it is not a lever for getting the letter. We would rather you hear that from us than find out at the counter.
Two more things worth being precise about. First, non-availability is generally only issued once on-base lodging genuinely cannot take you — if the TLF has space, expect the answer to be no. Second, the SNA supports your claim; it does not set your entitlement. Your rate ceiling comes from the published per diem for the area (see our per diem page, which links the official DoD lookup rather than quoting numbers that go stale), and your finance office makes the final call.
the awkward case
If They Won't Issue the SNA
Sometimes the Lodging Office says the TLF has space, and you would still rather not be there — because the room is too small for your family, because you have a dog, or because you have already done four weeks in one room and cannot face a fifth.
We will be straight with you: that is a real situation with no clever trick attached. If on-base can accommodate you, an SNA is usually not going to be issued, and staying off base then becomes a decision you are making for comfort rather than a reimbursed one. Some people do it anyway and absorb the difference. That is a legitimate choice, but make it with your eyes open and confirm the reimbursement side with your finance office first, not with us.
A few things genuinely worth asking before you conclude anything: whether availability differs at the Landstuhl or Vogelweh facilities rather than Ramstein, whether your arrival window has any flexibility, and what happens when you reach the 30-day mark if permanent housing has not come through. That last one turns into an SNA more often than anything else, so it is worth raising early instead of on day 29.
