What is TQSA?
Temporary Quarters Subsistence Allowance (TQSA) is a housing allowance provided by the U.S. Government to cover the cost of temporary housing and meals for civilian employees during an overseas Permanent Change of Station (PCS). If you are a GS employee, a WG employee, or any other category of DoD civilian transferring to the Kaiserslautern Military Community (KMC) area, TQSA is how the government helps you pay for a place to live while you look for permanent housing.
TQSA is often confused with TLA (Temporary Lodging Allowance), but they serve different populations. TLA is for active-duty military service members, while TQSA is exclusively for civilian employees. The calculation method differs too — TLA is a flat daily rate, while TQSA reimburses actual lodging costs (up to the locality ceiling) plus a declining percentage of the meals and incidental expenses (M&IE) rate over time.
Who qualifies? Any U.S. Government civilian employee on PCS orders to an overseas duty station in the KMC area — including positions at Ramstein Air Base, Landstuhl Regional Medical Center (LRMC), Kleber Kaserne, Daenner Kaserne, Rhine Ordnance Barracks, and other installations in the region. Your PCS orders must specifically authorize TQSA for you to receive the allowance.
How long does it last? TQSA is typically authorized for up to 90 days upon arrival, giving you ample time to find and move into permanent housing. Extensions beyond 90 days are possible in exceptional circumstances but require additional approval from your agency.

TQSA is non-taxable. Unlike some other overseas allowances, TQSA reimbursements are not considered taxable income. This means every dollar you receive for temporary housing goes directly toward covering your stay — no tax surprises at the end of the year.
